The draft National Digital Communications Policy 2018 is indeed a welcome document that addresses the major concerns in enabling India to prosper as part of a globally(विश्व स्तर पर) integrated(एकीकृत/संपूर्ण) digital economy. The questions around the physical wherewithal for communication — spectrum(विस्तार/वर्णक्रम), optical fibre networks and satellite communications — receive adequate(पर्याप्त/उचित) attention. That the core of the digital economy would be what is done with the data that is generated(उत्पन्न/पैदा करना), captured and analysed, is appreciated(सराहना/मूल्यांकन करना) and questions of data privacy and security are sought to be addressed. Integrity(अखंडता/सत्यनिष्ठा) and security of data and communications are prime concerns, and these are addressed. Net neutrality is recognised as an essential(आवश्यक/अनिवार्य) ingredient(अंश/घटक) of creating a digital economy. This is welcome but it is unclear why this has been listed as a target for 2022. The intent to slash spectrum usage charges and spectrum costs in general are welcome. Whatever grand policy the government might adopt will come to nought if the sector’s players are bankrupted(दिवालिया) by the government’s own extortionate(लुटेरू/जबरदस्ती वसूल करनेवाला) policy.

The promise to standardize policy and costs of obtaining the Right of Way for laying optical fibre cables across the country and all layers of government is most welcome. While data protection and integrity are rightly upheld, it is notable that the policy does not mention data residency. Which is all to the good. What is needed is control over the data for individuals(व्यक्तियों/शख़्स) and, for purposes of law enforcement and national security, ready access to the data for the government, wherever it is stored. Insistence on the data residing in India would impede cross-country collaboration(सहयोग/सहभागिता) in manufacturing and technology transfer, particularly in defence manufacturing, a priority for India, besides in the outsourcing industry. That the policy addresses the digital economy and not telecom is welcome. That also means the regulatory changes required in, say, insurance and accountability for mishaps(दुर्घटनाओं/आपत्ति) arising(उत्पन्न/दिखना) from malfunctioning of any one node of the digital network, must be addressed as well. Indigenous technology remains a weak spot.
