The Monetary Policy Committee has finally cut the overnight lending rate, or repo rate, but half-heartedly. It remains committed to a “neutral __(6)__”, meaning that it is not likely to cut rates any more this fiscal as it expects inflation to __(7)__ its head all over again (to 3.5-4.5 per cent) in the second half. As in its June 7 meeting, the MPC has failed to provide a convincing reason as to why it could not cut rates by 50 basis points to allow banks more room to reduce their rates as well. The 25-basis point cut is a concession to good monsoon coverage so far. Had the MPC been bolder, it would have created the psychological climate for banks to push the envelope on the lending front. __(8)___ of stressed loans could have eased, helping the ‘twin balance sheets’ of banks and the corporates. As things stand, the chances are that the banks, now dealing with a __(10)__ rise in the marginal cost of funds, will use the lower repo rate to plug this gap, rather than pass this 25-basis point cut to the borrowers. The Centre’s move to notify new (1)………..(statement) to regulate livestock markets under the Prevention of Cruelty to Animals Act, 1960 (PCA) is either extremely poorly thought out or much too clever for its own good. In a way, both. On the surface, the notification, which spans eight pages, reads like a general document on the regulation of the sale of (2)……(Many) kinds of livestock bought and sold in animal markets, with some welcome prohibitions on the cruelty inflicted in the transport and treatment of animals. But parse the rules, and it is (3)…….(evident) that cattle — a category that includes cows, buffaloes, bulls and camels — come under a slew of special restrictions which, when effected, could have an extremely serious impact on the meat and livestock industry, not to mention the (4)….(childhoods) and dietary choices of millions of people. Surprisingly, only the purchase or sale of cattle for slaughter in animal markets has been prohibited. This raises suspicions that the Centre has attempted(5)…… (to) conceal, or at least soften perceptions about, an extremely controversial provision, in the guise of passing a seemingly inoffensive, even enlightened, body of rules relating to animal cruelty. The rules (6)…. (made) for the sale of cattle are so cumbersome — for instance, buyers must verify they are agriculturists, and sellers must (7)……(furnish) photo identity proof and written declarations stating that the cattle are not brought to the animal market for slaughter — that one wonders whether the(8)….. (examine) is to surreptitiously throttle the entire cattle(9)…… (fair) in an elaborate ream of red tape. Is the ban on the sale of cattle for slaughter in animal markets intended to act indirectly as an absolute ban? Is the notification, stripped of its generalities and niceties,(10)…..(naturally) about the BJP government’s pet concern, cows?
