Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) is a Central Sector scheme with 100% funding from Government of India.The Scheme is effective from 1.12.2018.Under the Scheme an income support of Rs.6000/- per year is provided to all farmer families across the country in three equal installments of Rs.2000/- each every four months.Definition of family for the Scheme is husband, wife and minor children.The entire responsibility of identification of beneficiary farmer families rests with the State / UT Governments.The fund is directly transferred to the bank accounts of the beneficiaries.Farmers covered under the Exclusion Criteria of the Operational Guidelines are not eligible for the benefit of the Scheme.For enrollment, the farmer is required to approach the local patwari / revenue officer / Nodal Officer (PM-Kisan) nominated by the State Government.The Common Service Centres (CSCs) have also been authorized to do registration of the farmers for the Scheme upon payment of fees.Farmers can also do their self-registration through the Farmers Corner in the portal.Farmers can also edit their names in PM-Kisan database as per their Aadhaar database / card through the Farmers Corner in the portal.Farmers can also know the status of their payment through the Farmers Corner in the portal.
PM KISAN is a revolutionary scheme which aims to transform the lives of small and marginal farmers in India, by providing them assured monetary support in three instalments every year. The scheme implemented through DBT, will transfer the amount directly to the bank account of the beneficiary, thereby eliminating middlemen and corruption. As against the onetime loan waivers, PM KISAN is truly an empowering project designed for ensuring dignified life for small scale farmers. In the long run, the scheme is expected to address farmer migration and improve crop intensity.
Objectives of the scheme
- The Scheme was introduced to augment the income of the Small and Marginal Farmers (SMFs). It is estimated to benefit more than 12 crore small and marginal farmers.
- The PM-KISAN scheme aims to supplement the financial needs of the SMFs in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income at the end of the each crop cycle.
- This would also protect them from falling in the clutches of moneylenders for meeting such expenses and ensure their continuance in the farming activities.
Benefits and Eligibility conditions
All land holding eligible farmer families (subject to the prevalent exclusion criteria) are to avail of the benefits under this scheme, as per the recent cabinet decision taken during May 2019. The revised Scheme is expected to cover around 2 crore more farmers, increasing the coverage of PM-KISAN to around 14.5 crore beneficiaries, with an estimated expenditure by Central Government of Rs. 87,217.50 crores for year 2019-20.
Earlier, under the scheme, financial benefit has been provided to all Small and Marginal landholder farmer families with total cultivable holding upto 2 hectares with a benefit of Rs.6000 per annum per family payable in three equal installments, every four months
